Job Description

This position is responsible for managing, coordinating, and overseeing statewide problem-solving court data initiatives; managing contracts; overseeing the Florida Drug Court Case Management System (FDCCMS) providing support to committees and advisory groups; and providing support to other problem-solving court projects, as needed. Major responsibilities include managing the FDCCMS vendor contract; providing oversight of the Florida Drug Court Case Management System (FDCCMS) and statewide problem-solving court data reporting and collection initiatives; and supervising staff. Additional responsibilities include drafting correspondence, reports, and procurement documents; providing technical assistance to problem-solving courts; and responding to requests for problem-solving court data and information.  Close working relationships are established with high level policy makers and officials in the executive, legislative, and judicial branches of government. This position is a mid-level management position and must be able to work independently with a great deal of discretion. Responsibilities include selecting, supervising, and disciplining two senior court analyst II positions. 

This position works closely on projects with the Office of Problem-Solving Courts staff and other OSCA units. Close working relationships are established with circuit and county problem-solving court personnel, including judges, coordinators, case managers, state attorneys, public defenders, treatment professionals, and others. Close working relationships are established with outside agencies including, but not limited to, the Executive Office of the Governor, the Department of Juvenile Justice, the Department of Children and Families, the Department of Corrections, the Florida Department of Law Enforcement, the Department of Health, All Rise, and the U.S. Department of Justice.

Examples of Work

Provide oversight of statewide data collection initiatives, including but not limited to, the statewide problem-solving court data collection and reporting requirements.

Supervise two senior court analyst II positions including assigning and reviewing work product, signing timesheets, completing performance planning and reviews, and approving leave.

Manage the FDCCMS vendor contract to include monitoring compliance of deliverables; reviewing and approving invoices; overseeing and maintaining the FDCCMS budget; initiating contract renewals, extensions, and amendments; and communicating with ACT as needed.

Provide oversight of the FDCCMS to include initiating FDCCMS enhancements and reviewing the monthly FDCCMS usage report and authorization forms report to ensure compliance.
 

Draft correspondence, reports, and procurement documents for problem-solving court activities and events.

Education and Training Guidelines

Graduation from an accredited four-year college or university with a major in judicial administration, public administration, criminology, research design, statistics, systems analysis, political science, social work, or a related social science, and five years of professional experience in judicial administration, research and analysis, or program administration and evaluation including two years of experience as a project manager. 

A master’s degree in an area cited above may substitute for two years of the experience.

Competencies

Knowledge of the Florida State Courts System including court procedure and rules, court organization, operations, and functions with an expertise in case processing for problem-solving court cases. Knowledge of and ability to apply modern research techniques and data analysis to project planning. Knowledge of and ability to guide the conduct of complex analysis. Ability to organize, maintain, and update a variety of detailed and complex records. Ability to act as a project leader and supervise other staff. Ability to operate a personal computer and software programs. The position must possess a proficiency in data collection methods, data analysis, and presentation of the data results and the ability to illustrate findings in a variety of formats, such as charts and graphs. Must have strong interpersonal and analytical skills and be able to work both independently and with a team. Must have strong written and verbal communication skills. 

A general working knowledge of court operations. A general working knowledge of data systems and analytics.  A general understanding of substance use and mental health disorders and their impact on the justice system. Ability to assist in the development and implementation of legislative or grant funded projects. Knowledge of procurement procedures, contract management, and budget management. Experience in managing and supervising staff is required. 

Special Comments

Experience working with drug courts is preferred. A general understanding of substance use and mental health disorders and their impact on the justice system.

Data collection and analysis experience is required.
